A tyrant leader of the Prismatic Jungle, he enforces only one law in the land: The weak die and the strong live. He holds power over many Dragon and Dragon-like Pokémon through the exploit of the Draconicello. He forces all girls residing in the jungle to wear ribbons identifying them as such.

History
Not much is known about Tivoli's history as a ruler, but he once had a run-in with a nasty Kecleon whom he now has a personal vendetta against.
Missions and Events
Mission 4
Devonshire attempts to enter Tivoli's temple, but a mysterious quality in the torches' fire inside the temple causes him to lose his form. Realising he cannot enter the temple, Devonshire fled and accidentally caused Ribbons to have terrible nightmares. He regretted that happening, but there was nothing he could do.
Tivoli was enraged, and engaged Devonshire in battle, which Devonshire easily dominated, providing the distraction needed for his Rogue subordinates to enter the temple in his place and acquire the Draconicello. Devonshire retreated then, leaving Tivoli even angrier than before.
Epilogue
Once the Draconicello was removed, Ribbons' nightmares worsened. Tivoli planned retribution, despite losing the hold he had on the non-Dragon typed residents of the jungle.
Meanwhile, back in Sapling Village, PK recalled her run-in with Tivoli and his instrument. She revealed it was her who bit off a good chunk of the tyrant's tail off.
Mission 7
When half of the residents of Tao Village were sent to the past (thanks to a certain incident between Shade and Jasmine), all of the Merchants, along with Mike, Master Foo, Sherri and Vertigo, found themselves in Prismatic Jungle, 200 years in the past. They witnessed Tivoli forcefully yanking up a statue of a figure he referred to as "Loire" and dumping it into a river, claiming that the goddess' word no longer held any truth in his jungle. It is widely believed that this was the start of Tivoli's rule, suggesting that he might be more than a hundred years old.
Epilogue
Tivoli quickly caught up with Mike after the Charmander sent Foo and the others away from the jungle and towards Monochrome Tower, since his tail flame was larger than usual. The tyrant made threats to Mike, suggesting several ways he would kill him. This riled Mike enough to evolve in front of Tivoli and attack him. It is now known that Mike was the cause of the scar Tivoli has on his stomach. Template:Clr
