A mythical being with the ability to grant wishes, however, if one asks him for a wish, they must choose their words carefully.
History
The Appraising
In an ancient myth, it spoke of three being with the power to grant wish. Phlegethon, referred to as "That Which Roared", and the other two grew bored of their duty and began fulfilling wishes to evil and twisted the words of Pokemon's desires. It is said because of these wishes, the west became a place where nothing can grow.
Moth and Flame
'Moth and Flame' is an ancient children's book Lexy found in Callahan's vast collection of books. Intrigued, and with the fox nowhere in sight, Lexy read the tale of Calliope and her run in with Phlegethon.
Calliope was lured into an eerie cave by Phlegethon's voice. He had been trapped within a golden pot when the Volcarona freed him, and as a reward, Phlegethon offered her three wishes. Calliope refused his offer, for she wanted nothing but happiness for her friends, but those words were enough for the Landorus to work with. To her dismay, Phlegethon had given all members of her village a berry that acted like an addictive drug to whoever ate it. She asked for the berries to disappear, but the damage had already been done and her friends began to turn against each other, so she wished for everything to return back the way it was. Phlegethon was more than happy to oblige and caused the volcano to erupt; again, this was not what she meant. Phlegethon then ran to a jungle far away.
Calliope was able to catch up with the Landorus and receive an additional three wishes, but how she was able to accomplish this is unknown. This time, however, Phlegethon told her to make all of her three wish at once or he will merely run off again if she left to check on her friends. When Calliope questioned whether he was prone to lying or not, he was insulted and told her that while his game was meant to deceive, he saw no honor to outright lie. The first wish he granted was to make her say, out loud, exactly what she meant in order to avoid further trickery from him. Her second wish was to restore the health, sanity, and livelihood of all Pokemon affected by her prior wishes. Again, he accomplished this, but because of the volcanic eruption, all the Pokemon in the area had to be broken up into wandering tribes. He was more than happy to grant these wish and very eager to fulfill her last wish. He expected her to use up her last wish to fix her voice or try to completely fix the mess he caused, but she took him by surprise. Calliope asked for the immediate and unconditional end of his life, and with not having cited any restrictions to her wishes, Phlegethon had no choice.
Just before his death, Phlegethon told Calliope that he would pay her back for this, whether it would be in this world, or the next.
