Chill the Minccino is the founder and original leader of the Rescuers Guild alongside Mike, whom he seems to treat more like a kid brother. Due to an unfortunate series of recent events, he was forced to resign from his position as leader, leaving Mike in charge.
He follows a strong sense of justice, causing him to relentlessly help others while punishing what he sees as injustice. On the flip side, he's a known womanizer, avid gambler, and seems to avoid letting anyone get too close to him. Despite this, he always looks cool.

Background
Pre-Guild
Snowy Village
Chill began a simple life with his family in Snowy Village, a place known for its cold climate and major population of Ice-type Pokemon. Things were peaceful for his family, though Chill's father, Ace, was well-known around the sheltered village for the various boasts he made.
This eventually lead to a Skarmory known as Shiv with a grudge against him to kidnap his two daughters. Ace's boasting turned out to be false, and he was not capable of saving them. Desperate, a young Chill set out to confront Shiv and rescue his sisters. Inexperienced and weak, Shiv was victorious. Furthermore, his use of brightly-lit Flash attacks left Chill temporary blinded, as well as beaten.
Chill spent a day recovering after his defeat, having lost confidence in himself and his ability to rescue his sisters. Steeling himself with the realization that it was all up to him, he had an idea.
The very next day, Chill would confront Shiv again, wearing a makeshift pair of sunglasses that protected his eyes from the bright flashes of light. With this advantage, he managed to come out in top in battle, forcing the Skarmory to flee and thus rescuing his two sisters. Furious at his father for both his cowardliness and false boasting, Chill left the village shortly after.
Tao Village
After several years of soul-searching, Chill finally settled into Tao Village. The Rescuers were formed shortly after, as Chill met other like-minded Pokemon who yearned for justice and righteousness, rather than the money-above-all-else attitude of the Merchants, or the moral looseness of the Rogues. Eventually, he met and recruited Mike, who is now the leader of the guild.
Missions and Events
Mission 1
Chill wrote up the first letter for many, many new Rescuers to have their first mission. Noticing an unusual increase in the amount of crime and kidnappings going on, Chill requested the aid of the newly-formed teams to help troubled villagers as well as find some missing Pokemon. Mike was, unfortunately, unable to handle this due to stressing over the loss of his hat.
Mission 2
Chill remained back at the treehouse as Mike undertook a mission within Merlot's castle. In this time, he was interviewed by Kathy.
Mission 3
Chill took an active role in delivering the Light Stone to Monochrome Tower, working alongside teams to transport it to an altar within, as well as hinder Devonshire and PK on their way to two other altars. In the end, the Merchants were successful, leaving Chill to be briefly upset at the failure. He later apologized for 'losing his cool'.
Event 3
Worried about Mike's illness, Chill stays behind to tend to his partner, relying upon the assistance of Maple and many others to obtain the necessary antidote.
Mission 4
After dealing with the sicknesses caused by Kyurem, Chill set out for his hometown, Snowy Village, where he hoped to find a mythical object that would help the Rescuers. For their own protection, he requested that both Ice-type Pokemon and inexperienced teams stay back for this potentially dangerous mission. However, due to being begged to a great degree, Maple accompanied him on the journey. Upon his arrival to Snowy Village, Chill was suddenly confronted with his old foe, Shiv the Skarmory, whom had obtained the legendary Icicle Triangle. A few failed attacks later, Chill was knocked unconscious, only to awaken to find that Shiv had kidnapped his twin sisters and Maple, as well as taken the rest of the villagers hostage to Whispering Peaks. Realizing that he needed help, Chill fought together alongside his Rescuer teams, Barkley, Master Shao, and Zhu in an attempt to take down Shiv and save the village.
Mission 4 Epilogue
Chill and those accompanying him successfully obtained the Icicle Triangle and rescued the Maple and the kidnapped villagers. During their moment of celebration, the downed Shiv mustered the last of his energy and attacked Chill's sister, Cindi. Furious, Chill used the Triangle to freeze Shiv inside a block of ice. Unfortunately, Cindi was struck in the spine and was consequently rendered unable to walk. With their father nowhere to be found, Chill had no choice but to resign as the Rescuer Guild's leader and remain in Snowy Village to take care of his sisters. He then sent his friend Slush the Delibird to Tao Village to pass on the the Icicle Triangle and a letter explaining his resignation to Mike.
Mission 8
Chill returned to Tao after he received a letter from Maple and was impressed by the town's growth and development since his departure. Not a few minutes had passed when Chex came to him desperate for someone to rescue Gunpowder from a Cofagrigus residing in a burial cave. He jumped to the call and gathered a rescue party in hope of a quick "in and out" mission.
