Blaine is in charge of all the Porygons who help run all technology in Steel City. He usually responses right away to Jules' messages when there are concerns with the other Porygons.
Spiritual Malaise
Blaine was mentioned several times as being the head of the city, and he was the target of most of Jules' thoughts while she was trying to figure out what was wrong with the system. According to her, Blaine kept sending all these glitches, and he was causing trouble while Jules and Jean were trying to communicate.
Blaine was not responding to anything from any computer source. He did not truly make an appearance until the end of the story.
Jules blamed him specifically for all the glitches and the deaths that happened in Spiritual Malaise. Blaine scanned his memories, but he could not find any blank spot or any sign that he knew about the glitches. He claimed the glitch had nothing to do with him or any of his Porygon. Template:Clr
