Steel City gets its names from it's metallic appearance--metal is a very rare object to come across in the Pokemon world, and this City seems to have the largest quantity of it.
Steel City is more technologically advanced than most areas: trams connect anyone and everyone to any part of the city, computers provide easy access to any information a Pokemon needs, lighting fixtures that illuminate the streets at night, elevators to take Pokemon in between the cities many levels, etc. And all these are maintained by Porygon.
The Virtual Pokemon can be found in any and all the computers which are pivotal to Steel Cities function. They take up residence within the many pieces of technology and make sure everything is running smoothly. The Porygon have a very small failure rate with accidents being an uncommon occurrence. The Porygon are all headed by Blaine, a Porygon2. Blaine has been running the City for such a long time, that it's hard to imagine the city without his presence.
The machine in which the Porygon are housed and the residents use daily are maintained by Steel City's Head Engineer, Jules. She is assited by Levi, the City's Head Electrician.
The city itself is split up by socioeconomic class. Poorer Pokemon reside on the lower levels of the city while the richer Pokemon live on the upper levels. As one goes higher between the levels, the more elaborate, creative, and inspirational the City becomes.
