A tyrant leader of the Prismatic Jungle, he enforces only one law in the land: The weak die and the strong live. He holds power over many Dragon and Dragon-like Pokemon through the exploit of the Draconicello. He forces all girls residing in the jungle to wear ribbons identifying them as such.
Mission 4
Devonshire attempts to enter Tivoli's temple, but a mysterious quality in the torches' fire inside the temple causes him to lose his form. Realising he cannot enter the temple, Devonshire fled, and accidentally caused Ribbons to have terrible nightmares. Tivoli was enraged, and engaged Devonshire in battle, which Devonshire easily dominated, providing the distraction needed for his Rogue subordinates to enter the temple in his place and aquire the Draconicello.
